The objective is to prevent the spread of forest pests that may enter the country, via infested packaging and wooden supports, and to attack native and planted forests.
The Ministry of Agriculture, Livestock and Supply (Mapa) published this Wednesday (09) Ordinance nº 514 .
The regulation adopts the guidelines of the International Standard for Phytosanitary Measures nº 15 (NIMF 15) of the International Convention for the Protection of Plants (ICPV), of the United Nations Food and Agriculture Organization (FAO/UN). The new Ordinance revokes Normative Instruction No. 32/2015.
One of the novelties is the possibility of recognizing chemical impregnation by pressure as a phytosanitary treatment capable of receiving the IPPC (International Plant Protection Convention) mark. The IPPC mark certifies that wooden packaging and supports used in the international trade of goods have undergone an official phytosanitary treatment approved and recognized by ISPM 15.
The new Ordinance also innovates in the application of phytosanitary measures in case of irregularities in import operations. In line with the determinations of international organizations for the least logistical impact on goods without phytosanitary risk, there is now the possibility of releasing imported goods whose wooden packages have shown signs of infestation or the presence of pests, provided that the phytosanitary measures provided are met, meeting the demands of the importing sector to facilitate international trade.
ISPM 15 Standard
ISPM 15 is the international standard for phytosanitary measures that regulates wooden packaging and supports used in international trade. The main objective of ISPM 15 is to prevent the spread of forest pests that may enter the country, via infested packages and wooden supports, and to attack native and planted forests.
Only wooden packages and supports that have been subjected to one of the treatments approved and recognized by ISPM 15 can package goods in international trade. These treatments are certified with the application of the IPPC mark, which allows them to be quickly viewed and understood at any point of entry in any importing country.
